Öncelikle şunun belirtilmesi gerek ki gündemdeki hat güncelleme işlemleri ücretsiz yapılacak.Güncelleme ile herkes kullanmış olduğu telefonu kendi üzerine kaydettirebilecek. . Bu kapsamda bilgi ve belgelerinde eksiklik ya da yanlışlıkları bulunan tüm aboneler, 1 yıl içerisinde kimliklerini ispatlayıcı belgelerle birlikte ilgili işletmeciye başvuracak. Bu şekilde bilgileri güncellenemeyen hatların elektronik haberleşme şebekesi ile bağlantısı kesilecek.

Cep telefonunun son kullanıcıları, kullanmakta oldukları hatları, bir kereye mahsus olmak üzere verilen süre içerisinde, hiçbir vergi, resim, harç ve benzeri mali yükümlülüğe tabi olmaksızın kendi üzerlerine kaydettirmek için ilgili işletmeciyle abonelik sözleşmesi yapabilecek. Söz konusu hatların eski abonelerinin de, yapılan işleme 1 yıllık zaman aşımı süresi içinde itiraz hakları bulunacak.
